Commissioned by Offshore Energies UK (OEUK) and authored by Ove Arup & Partners, this report outlines a clear path for transitioning the UK’s carbon capture, utilisation and storage (CCUS) sector from a government-supported model to a fully commercial, investor-led market. It identifies nine actionable steps across three themes: laying the foundations, engaging the public, and enabling a functioning market.
The report highlights the UK’s potential to lead globally, supported by Europe’s largest offshore CO₂ storage capacity, a strong industrial base, and a maturing project pipeline. It calls for strategic cost reductions, policy clarity, expanded infrastructure, and business model reform to establish a self-sustaining CCS sector by the mid-2030s, playing a central role in the UK’s net zero ambitions.
