This updated guidance provides a comprehensive framework for the development, assessment and ongoing management of emergency response arrangements for offshore installations on the UK Continental Shelf. Aimed at duty holders and those involved in offshore emergency planning, the guidance supports the delivery of effective, proportionate and legally compliant emergency response arrangements across the full lifecycle of an installation.
It sets out a structured approach to identifying reasonably foreseeable emergency scenarios and developing robust arrangements for detection, alarm, mustering, evacuation, escape, rescue and recovery. The guidance also addresses emergency response strategy, command and control, performance standards, drills and exercises, and the assessment of rescue and recovery arrangements to a place of safety.
