This report provides practical guidance for the safe decarbonisation of offshore oil and gas installations through the integration of offshore wind generation. Developed by OEUK, ORE Catapult and the Net Zero Technology Centre (NZTC), it supports a consistent and risk-based approach to project planning, design, construction and operation.

The report explains how offshore wind and oil and gas regulatory frameworks interact across different electrification models, helping developers, operators and duty holders understand regulatory responsibilities and project interfaces.

It covers key legislative requirements, duty holder responsibilities and common integration scenarios, including grid-connected and islanded developments. It also highlights the importance of early engagement with regulators and clear allocation of responsibilities throughout the project lifecycle.
